Replacing a national government's finance platform

Oracle Cloud ERP and EPM programme

Situation: Ageing finance and planning systems across a devolved administration, with ministerial interest in both cost and fiscal transparency.
What was done: Led the programme from market engagement through selection of software and systems integrator among Oracle, Sopra Steria and IBM. Set up stage gates and service-organisation assurance (ISAE 3402), stood up a Shared Services Centre, and ran a public fiscal-transparency service through discovery, alpha and private beta.
Outcome: A single cloud platform for finance and performance management, with assurance built in from day one and a shared-service model ready to operate it.

Telecoms · Transformation office

Situation: A Caribbean telecoms group running more than $800m of change across 30 markets with no single view of progress or value.
What was done: Designed and ran a transformation office using a structured initiative-tracking approach, with consistent stage gates, reporting and benefits tracking across 80 projects, including a 4G roll-out.
Outcome: Leadership could see, compare and steer every initiative, and the programme delivered $120m of opex savings.

Situation: A major building-society programme had drifted on scope, plan and confidence.
What was done: Independent diagnosis, re-baselined plan and governance, and hands-on leadership through recovery.
Outcome: The programme was reset and delivered under restored board confidence.

Local government · Smart city

of benefits returned to the city from a £29m programme

Situation: A national demonstrator programme for city data and services, running alongside the 2014 Commonwealth Games.
What was done: Led delivery of the operations centre, open-data platform and smart-city services.
Outcome: Live city operations during the Games and a lasting open-data capability for the council.
